Béim ar ról an stáit agus an phobail maidir le cearta agus dualgais teanga i gcomhthéacs teangacha atá faoi bhrú mar theangacha pobail nó mar theangacha roghnaithe. Is iad príomhchuspóirí na comhdhála ná deis a chur ar fáil an dea-chleachtas a roinnt, eolas a mhalartú, agus plé a dhéanamh ar na ceachtanna atá foghlamtha i réimse na dteangacha. Tabharfaidh an chomhdháil seo deis foghlama ó bheartais agus ó chleachtais eile, agus deis staid na Gaeilge sa Ghaeltacht agus ar fud na tíre a mheas i gcomhthéacs idirnáisiúnta. Cruthófar deis do choimisinéirí teanga as gach cearn den domhan bualadh le chéile chun plé a dhéanamh ar bhunú cumann idirnáisiúnta coimisinéirí teanga.
